Content Policy

Purpose

OpenStreetProblem exists to help communities identify and resolve civic issues. This policy ensures the platform remains safe, accurate, and useful for everyone.

What Belongs on OSP

  • Reports about real, observable civic issues (potholes, broken lights, graffiti, flooding, etc.).
  • Clear photos showing the issue and its location.
  • Constructive comments and status updates.
  • Verified location data for accurate mapping.

What Does NOT Belong on OSP

  • Violence or threats — any content promoting harm.
  • Hate speech — content targeting people based on race, ethnicity, religion, gender, sexuality, or disability.
  • Explicit content — nudity, sexual content, or graphic violence.
  • Personal information — addresses, phone numbers, or identifiable photos of individuals without consent.
  • Spam or fraud — duplicate reports, fake issues, or promotional content.
  • Misinformation — deliberately false or misleading reports.
  • Off-topic content — anything not related to civic issues.

Automated Moderation

All uploads pass through automated safety screening powered by Azure Content Safety. Content that exceeds our safety thresholds is automatically quarantined for human review. This includes checks for:

  • Violence and graphic content.
  • Sexual content.
  • Hate speech.
  • Self-harm content.

Human Review

Our moderation team reviews flagged content and user reports. Decisions are final but can be appealed by contacting moderation@openstreetproblem.com.

Enforcement

Violations may result in:

  • Content removal without notice.
  • Temporary account suspension.
  • Permanent account ban for repeated or severe violations.
